VA Health IT Generates $3 Billion Savings

Over a 10-year period, the VA lowered costs while improving healthcare quality because of its health IT investments, says a research group..http://tinyurl.com/y285ksn (Information Week – HealthCare)

During the decade 1997 to 2007, the Department of Veterans Affairs spent $4 billion on health IT investments and saved more than $7 billion over the same period, a new study finds.

The study reported that the VA’s use of technology lowered costs by a net of $3.09 billion, while improving quality, safety, and patient satisfaction. It was conducted by members of the Center for Information Technology Leadership, a Charlestown, Mass. academic research organization that assesses the impact of health information technologies.

“VA has seen its investment in health information technology pay off for veterans and taxpayers for many years, and this study provides positive evidence for this correlation,” said secretary of veterans affairs Eric Shinseki. “The benefits have exceeded costs, proving that the implementation of secure, efficient systems of electronic records is a good ideal for all our citizens.”

Technology that eliminated duplicate tests and reduced medical errors accounted for more than 86% of the department’s savings. Lower operating expenses and reduced workloads accounted for all other savings.

During the last two decades, the VA has adopted a full range of health IT to address patient care including computerized patient records, bar-coded medications, radiological imaging, and laboratory and medication ordering.

According to the study’s authors, the findings “serve as a framework to inform efforts to measure and calculate the benefits of federal health IT stimulus programs.”

The authors also note that “this analysis is the first to examine the potential value of long-term investments in several health IT applications across settings in the VA. Our findings suggest that the VA’s investment in the Veterans Health Information Systems and Technology Architecture is associated with significant value through reductions in unnecessary and redundant care, process efficiencies, and improvements in care quality. We conservatively estimate that the VA’s investments in the four health IT systems studied yielded $3.09 billion in cumulative benefits net of investment costs by 2007.” In addition to savings, the study also found that technology has helped VA patients meet clinical guidelines through the use of electronic medical records and computerized physician alerts.

The study selected diabetes as a focus of quality to measure the approximately 25% of VA patients who have diabetes. When compared to Medicare’s private-sector benchmark, the results showed that VA patients with diabetes had better glucose testing compliance and control, better controlled cholesterol, and more timely retinal exams. Retinal damage can be caused by diabetes. The VA averaged about 15 percentage points higher than the private sector on preventative care for patients with diabetes.

George Mason University Establishes Nation’s First Degree in Senior Housing Administration

Master’s in Senior Housing Administration Targets Need for Executives in Assisted Living and Related Communities as Population Ages FAIRFAX, Va.—Building on its reputation as a pioneer in the senior housing field, and in recognition of National Careers in Aging Week (April 4-10), George Mason University has announced the launch of the nation’s first degree for executives seeking to manage the country’s nearly 50,000 active adult, assisted living, continuingcare retirement, and related senior housing communities. As approved by the State Council of Higher Education for Virginia, the new Master of Science in Senior Housing Administration (MSHA) will begin in the fall 2010 semester.“The first of 78 million baby boomers will turn 65 next year, and their interest and expectations for retirementhousing will be high,” says Andrew Carle, a former senior housing executive and director of the Program inAssisted Living/Senior Housing Administration. “Just as the Cornell School of Hotel Administration set the standard for the hospitality industry, we want to set the standard moving forward for senior housing.” Administered through the College of Health and Human Services, the degree will offer coursework in senior housing and health care administration, as well as an interdisciplinary range of topics including business administration, aging, ethics, health policy, assistive technology, therapeutic recreation, and Alzheimer’s disease. For the university, the degree expands its existing Assisted Living/Senior Housing Administration curriculawhich, when launched in 2001, was the first in the nation to offer both undergraduate and graduate concentrations dedicated exclusively to the field. More than 300 students have completed coursework within the Program to date, including internships within more than 60 senior housing communities. A cottage industry through the 1980’s, senior housing today is represented by a host of national and regional providers, with up to 400 communities each. Assisted living communities typically combine housing, hospitality and basic health care under one roof. Continuing care retirement communities, which include independent as well as assisted living and skilled nursing services, may house more than 2,000 seniors, employ more than 1,000 staff and manage real estate valued at more than $500 million. In addition to community administrators, large companies require regional, divisional and corporate executives. Administrator positions in current communities are typically filled by individuals with degrees in business, health care or nursing, but with the National Institute on Aging estimating that one of every five people in the U.S. will be over the age of 65 by 2030, demand for executives trained in the unique aspects of senior housing will grow. “The industry is projected to double to more than 100,000 communities housing 5 million seniors in the next two decades,” says P.J. Maddox, chair of Mason’s Department of Health Administration and Policy. “We expect executive positions in the field to be among the fastest growing career paths in the U.S.” Applications for admission for the new degree will be accepted through the College of Health and Human Services beginning April 1, 2010. 3 Things we Learned at EHX

1) Size doesn’t necessarily matter

Ok, so you have probably heard by now that this year at EHX Spring in Orlando was much smaller in size than previous years. You also may have noticed that many of the larger players in the industry were a no-show. So as you might expect, there were those who felt disappointed. In contrast, our opinion is that despite its overall size, the show was packed with quality attendees and motivated exhibitors, most of which were eager to continue advancing an industry comeback from the darker days of the recession. So all in all, we say it was a smaller yet ‘different’ show… and we mean different in a good way.

2) New opportunities will boost the industry
If you’re not paying attention to Digital Healthcare, Digital Signage, and/or new retrofit opportunities, maybe it’s time you should. A clear winner of attention at the show was the New Opportunities section which featured a host of new technologies and ideas to expand the dealers list of services. We get a very strong impression that the days of ‘Entertainment’ being the number one driving force behind the industry are numbered. We live in a time where practicality is playing a much larger role and this is where services such as Digital Healthcare and Security begin to expand their share of the market.

3) Dealer-to-Dealer panel discussions were a big hit

Now, if you attended the show and didn’t sit down at one of the many Dealer-to-Dealer panel discussions… then yes, you likely did walk away thinking EHX wasn’t worth your time. On the other hand if you did take advantage of the included discussions and presentations, then you may have taken more from this show than any other in the past. The show featured everything from Targeting the Retrofit market to Getting Started in Digital Healthcare to EPA Lead Paint Training and many many others. Not surprisingly, these discussions were very popular and very well attended.
